(UK) NI: $600M for 5yr SPED plan; "costs are rising rapidly"

A new five-year plan to change the way children with special needs are educated in Northern Ireland was finally published on Monday, around three weeks after it was announced at Stormont.


It will cost over half a billion pounds [$600M] to put into practice. It's been hailed as the most ambitious reform plan for special education "in a generation" by the Education Minister, and welcomed by expert groups such as the Association of Educational Psychologists.


Instead, things appear to be going the other direction. The Department of Education, in the SEN Reform Agenda document published on Monday, states that the current system is "often described by many parents and practitioners as broken", noting: "Expert analysis and independent reviews largely agree."


So the need to make changes appears clear cut. The current system isn't working and the costs are rising rapidly. A detailed, five-year plan to change the system should be welcome news.


The worry is that Stormont's track record for delivering far-reaching changes to struggling, costly public services is far from stellar. A quick glance at the state of the health service in Northern Ireland wouldn't fill you with confidence that, no matter how "ambitious" the reform plan, children with special educational needs will be any better off in five years' time than they are today.
