The plans were discussed at a recent cabinet meeting on increasing specialist school places and strengthening SEND support in mainstream schools and nurseries.
The largest share of the funding would go towards expanding four specialist education settings, creating 150 new places for children and young people with complex needs.
Planned expansions include Pear Tree School in Kirkham, White Ash School in Oswaldtwistle, and Mayfield School in Chorley.

"Demand for SEND support continues to grow, and we know how important it is for children and families to be able to access high-quality support close to home.
"By increasing specialist places and strengthening inclusion in mainstream settings, we can provide more options for families while ensuring children receive the support that best meets their needs."
There has also been a 76 per cent reduction in the number of children waiting more than 20 weeks for an assessment.
