May 1, 2025, Cleveland.com: Moreland Hills creates Special Needs Registry: Orange school board meets with mayors
The Moreland Hills Police Department has created a Special Needs Registry to assist village residents who may require special assistance in the event of an emergency.
Moreland Hills Mayor Ethan Spencer spoke about the registry during the Orange Board of Education’s meeting with the mayors Wednesday (April 30).
In the semiannual meeting, mayors from the five primary municipalities served by the Orange City School District are invited to provide updates about their communities.
Spencer said Moreland Hills Patrolman Scott Bennett, who serves as one of the district’s two school resource officers, has been working to develop the Special Needs Registry over the past several months.
“I think it’s a tremendous thing that he’s doing,” Spencer said. “He’s really approached this methodically, to think about how police can be well informed with special needs people when they call on them, either in their home or the schools.”
According to the Moreland Hills website, the purpose of the registry is to provide an opportunity for voluntary reporting of persons who have “special needs,” due to mental or neurological disabilities, who live in Moreland Hills. . . .
