"Because the Board (of Education) overestimated appropriations, it created what appeared to be a projected budget gap, causing the district to both increase its tax levy and use appropriated fund balance to close projected budget gaps," the audit reads. Carol Lyon, the business manager for Waterford-Halfmoon schools, said the district's fund balance now adheres to the legal threshold of 4 percent of its upcoming school year budget of $21.1 million. She also said the district is challenged by the number of special education students that come and go in the district, leading to the miscalculations in spending. "Each year, we don't know what is going to happen with our special education students," Lyon said. "Each one costs about $100,000. If a couple leave, we have money that goes unspent. But more come in, we will need the money. The special education population is growing."…
