(UK) Dudley: Council facing $20M SPED overspend; "growing complexity of need"

Dudley Council is working on plans to cut costs for children with special needs after a £15m [$20M] overspend.
A new financial report, which will be debated by the council's cabinet on August 13, paints an improving picture for the authority's budget as a whole but children's services continues to be an area of high expenditure.
The council's ring-fenced Dedicated Schools Grant (DSG) is currently expected to show a £12.9m deficit for the 2025/26 financial year.
An injection of government cash for early years provision made a dent in the deficit on the overall budget which was caused by high needs and Special Educational Needs and Disabilities (SEND) spending.
The report, signed by Audra Statham, Dudley's interim director of resources, said: "The financial pressures within the DSG High Needs Block reflect a national challenge facing local authorities, driven by increasing demand for SEND provision, growing complexity of need and rising placement costs.
