The district’s special education enrollment has remained relatively stagnant in the last decade, seeing just a 2 percent increase since 2012, according to CDE records. Meanwhile, districts in Bakersfield have seen spikes of between 9 percent and 18 percent as more and more students are diagnosed with autism.
