Tuition for out-of-district special education students is often $50,000 to $100,000. Alderman Joseph DeLucia said that in addition, it would be a good idea to provide space so Norwich could have room to accept special education students from out of town and get tuition money for them. Dolliver said that the district also needs a better place than it currently has to house students who are excluded from school, mostly because they’ve been expelled. She said the district is responsible now for 60 students expelled from NFA. …
