Without a doubt, in the last 25 years, this is the biggest change in special ed. . . .
And the fact that is it not being spoken of more, the fact that we haven’t had any direction from the Department of Education or that anybody in the Minister’s office has not come out and mentioned this at all, is quite extraordinary. . . .
